Smart and Skilled is the New South Wales Government programme that subsidises training toward qualifications on the NSW Skills List. For a great many of the people we work with it is the difference between enrolling this month and putting it off for another year.
The frustrating part is how many eligible people never find out. The rules are not complicated, but they are buried in government pages that nobody reads voluntarily.
The core eligibility test
Broadly, to be eligible for a NSW Government-subsidised place you need to satisfy all of the following:
- You are 15 years old or over.
- You live or work in New South Wales.
- You have left school.
- You are an Australian citizen, permanent resident, humanitarian visa holder, or New Zealand citizen.
Meeting these four does not by itself guarantee a subsidy on any particular course. The qualification must be on the current NSW Skills List, and your existing qualifications can affect entitlement — particularly if you already hold a qualification at the same or a higher level.
What a subsidy actually means
Subsidised does not mean free in every case. Most students still pay a student fee, which varies by qualification and by your circumstances. Fee exemptions and concessions exist — for example for some Aboriginal and Torres Strait Islander students, people with a disability, and certain concession card holders. The subsidy covers the balance, and that balance is frequently the larger share.
Which courses are commonly subsidised
The Skills List changes, so treat any list as indicative rather than final. That said, the qualifications our clients most often receive a subsidy toward are in the areas NSW has an identified workforce shortage in: individual support and aged care, disability support, early childhood education and care, community services, and a range of construction trades.
Smart and Skilled and RPL
This surprises people: RPL is a recognised assessment pathway, and subsidised places can apply to it as well as to classroom delivery. The arrangements differ by qualification and provider, so it is worth asking the question rather than assuming a subsidy only applies if you sit in a classroom.
How to check without guessing
You can run our four-question eligibility checker on the home page in about twenty seconds — it applies the four core criteria above and tells you where you stand. If all four are yes, leave your details and we will confirm the qualification-specific position with you, including which of our partner RTOs are approved Smart and Skilled providers for what you want to study.
If one of your answers is no, it is genuinely worth a phone call anyway. There are other funding arrangements, payment plans and provider options, and there is no sense assuming a door is closed before someone has checked it. Call Mahmoud on 0432 507 936.
